That depends on what you are looking for and where you are emigrating from. Costa Rica and some well chosen parts of Mexico have become quite popular with Americans wanting to retire abroad. Most Americans are likely to find Western Europe expensive. Britons have a soft spot for Spain and Greece, and some of those who want to live cheaply emigrate to Bulgaria. Denmark and Switzerland are widely rated #1 and #2 ... but the Swiss are very choosy about granting residence permits.

I assume you mean "How do you write a letter when you are submitting a document late?" Actually, there are two types of letters that might be useful in this situation. One would be a letter of explanation, where you tell why the document was late and give the reasons that caused the problem. This is used when people are not upset, but they were waiting for it and they want to know why there was a delay. This kind of letter mostly gives facts and information, and is sometimes sent as a memo.

The other type would be a letter of apology. This is used when you have really inconvenienced people, and they are upset. You would not only explain what went wrong but you would express your regret; you would tell the person (or people) to whom you are writing how sorry you are that you caused a delay, and you would promise to be on time with all documents in the future. This too can be sent as a memo, if it is in a business setting, or it can be sent as a formal letter to your supervisor (or your professor, or whoever is upset with you for being so late). Often, in this circumstance, it is also useful to schedule a private meeting, to follow up and reiterate to your boss (or whoever) that you have taken steps to avoid ever being late with a document in the future.

There are several camps in Senegal and should you wish to donate any money it is highly recommended you do so through a recognised charity.
