Obtain all skills bobble heads then as you level up pay attention to the perks comprehension and educate it, as soon as you have access to those two perks get them right away. This will allow you to obtain two skills points from all books instead of one and every time you level up it will add three sill points for you to spend, when you level up. Remember not to consume any skills books until you obtain the comprehension perk. This next part is only for broken steel DLC owners, with this add on there is a perk at level 30 called almost perfect, it puts all your special at nine. If you remember not to pick up any special bobble head you are able to raise all to 10 after you get this perk and retrieve the special bobble heads. with all this combined and the add on of broken steel to allow you more skill points and perks you will surely have the highest level all skills and all special. however quest perks as in rewarded perks you get from completing certain quests are entirely up to you and your characters karma/personality. PS: Do not waste your perks on here and now or intense training at all for they are a waste of perks if you follow these methods ,but it is OK to use intense training perk three times for your strength so that you can carry more load if you wish but it is recommended not to go any further then that.
