It was in response to the British informing the Americans that they could no longer support the Greek forces in their civil war against Greek communists. The United States had the choice to abandon that country to its own devices or try and help the Greek Royalist forces with financial aid. Ultimately Truman convinced Congress to help the Greeks. Turkey was included due its proximity to the Soviet Union and the fears that the USSR wanted to overthrow the Turkish government and replace it with a communist one. However Turkey was not experiencing a civil war. Some Americans felt that if Turkey went communist, Greece would too and this would threaten the whole mediterranean area. It was an earlier version of the Domino Theory. The end result was that both Turkey and Greece remained Communist free, though neither were in particularly huge danger. Stalin was not helping Greek communists because he knew the USA would never let them win in Greece and whilst he had demanded access to the Black Sea Straits from Turkey that issue had been solved in 1946.
