Unlike religious law, they are not to be accepted as they are immediately.

Why do some countries oppress their own people?

In today's world there are still a number of countries that oppress their own people. Generally speaking, an oligarchy or a dictatorship run by the dictator leader and his close knit friends seek to retain power and wealth. By having a totalitarian government, it prevents other people in the country to legally gain any power. The ruling entity may also wish to insure that only a State sponsored religion is practiced there and all other ones are banned. In general it can be said that the leaders in these types of governments do not respect human rights.

Which kinds of governments are likely to infringe on human rights?

Dictatorships. Why? Because a signle person is given the power to do whatever they want. Whether it be kill a certain type of race or go to war with a neighbouring country. With a dictatorship, the government is pretty much powerless, because the people vote on everything that goes on. I'll admit there are a few democracies out there that are corrupt and inefficient and try to get what they want done illegaly. But the people will always have the power to hire new people to fill any position they please, after the end of the job holders term.

The Universal Declaration is not a part of the U.S Constitution. While the Constitution may have aspects of it, the Constitution is much older. It is not legally binding, since it was derived from the United Nations during 1948 as a reaction to the violence of the Second World War. It contains many articles, over thirty, but it is not a treaty and therefore was never signed by the United States, nor ratified by the U.S Senate as required to become law here.
