Technically you cant, you would need to have a birth certificate, i think a social security number (not sure though). and a greencard. As we speak there is a bill called the Dream Act that will allow undocumented inmigrants who entered as children before they where 16 to join the military and get help paying for college, but its not a law yet.

lets clarify this one.. If the child is born in the US to a Canadian mother and American Father, then the baby is initially American, seeing as it's born in the US.
