I wonder if the harness is faulty or the sensor and or gauge. First consult the wiring diagram.. I check ground on the harness first. Are there other electrical problems, possibly related to the same electrical issue? As for the pressure sensor, check for voltage, or, if you remove the wire feeding the sensor and ground it, with someone watching the gauge for movement. If you see movement at the gauge, the fault is the sensor. If no movement run a temporary line and bypass the harness. If this is successful, make plans to change that temporary title to permanent. Needless to say, harness changing is daunting and unneccesary.

How do you change the fuel pump on a 1990 Jeep Cherokee?
There are two ways, jack the jeep and do it from underneath or remove the gas tank altogether. First, remove the gas cap to relieve fuel pressure then remove the negative cable from the battery. From underneath, the fuel pump is normally in plain sight and not too difficult to get at. Remove the fuel lines and watch out for gas that will come out of the lines, unplug the fuel pump electrical. The fuel pump is held in place by a lock ring, it has three tabs that you use a hammer and screwdriver to undo. DO NOT TAP TOO HARD AS A SPARK MAY OCCUR AND GOOD BYE FELLA!!!!!!!! The lock key will hopefully spin without too much effort and once free you can slide it off along the wiring. You should be able to pull the fuel pump out, if the tank is in place then it will be a bit tricky to get it out and around the axle but it can be done. Do not drop or place the pump on the ground, you don't want to pick up dirt that will end up in your gas tank later. There is a seal and if the seal seems ok then you can reuse it but most people don't take the chance and replace the seal. Now, when installing, you should notice that there is a black rubber stopper that is attached to the bottom of the pump, if not then it's still in place in the tank which is not a problem. If the stopper came out then when putting the pump back in, the black stopper will go into a pickup housing. If it stayed in there then the tube at the bottom of the pump must slide back into the black stopper or the fuel pump wont sit or seal properly. Installation is the opposite of removal. Good luck.
