In order to make the Soviet Union stronger, Stalin put into effect several so-called "Five Year Plans." These were designed to rapidly industrialize the country by building many factories over a short period of time with specific goals in mind. There were also goals regarding increasing agricultural output. There were several successive Five Year Plans . The were very successful as to industry but not so successful as to agriculture. Unfortunately, the industrial success of the Five Year Plans came about with a terrible price in the number of lives lost. That's what happens with any authoritarian government. Bureaucrats fix goals for themselves and try to meet them with no regard for the cost.
