i have never done it before, but i believe it is a similar process to replace the parking lights. you must remove the wheel well liner by removing a few bolts and plastic plugs and pulling the liner back. you should be able to replace them that way. But first i would try from in the engine compartment, the way you change your low and high beams because that would be a much easier way if you can fit your hands in there.

I did it on an IS 200, 2000. Remove boot lid (trunk lid) lining. Remove 4 8mm nuts that are in a row about 20 inches long behind the lights. Two of them hold the key lock in place. There are two white plastic locators in behind the metal protecting the lights.Use a screwdriver to pop them as you pull plastic trim surrounding the lights and lock from the other side.

The left side light can be popped out with a screwdriver from the left hand side. Rotate bulb holder anti clockwise. Its a 5w capless bulb.

Its on the drivers side of the crankshaft pulley (the large black pulley with the white line). If you remove the skid plate and look up from underneath the car you should be able to see it, it is the only sensor in the area of the pulley.

The oil filter is located right underneath the intake manifold. The access to it is really hard but not impossible.You will need to take the wheel off, get underneath the car, remove all the undercar plastic, and you will see it right there. You need a wrench or something to remove the oil filter as it's very hard to get your hand in there.
