the actuator is located under the dash to the left of the heater core. The entire dash has to be removed (all-day job). The air bag removal is no fun either. A non-dealer repair shop will charge you between 700-1000 to fix and its mostly labor. A dealer will charge you double that.

You need to remove the panel that is in between the headlights. This can be done by opening the hood and removing the 4 bolts that hold it in. they are the top most bolts (10mm) in front of the radiator. For reference: one is basically underneath the hood release latch.

Once the 4 bolts are out, the panel can be completely removed. You may have to wiggle or rock it back and forth to get it out. It's a very snug fit. The filter housing has 2 clips on each side, these need to be removed. There is also a clamp that needs to be loosened (do not completely remove it). This can be done with a large Phillips screwdriver.

The easiest way I've found to remove the housing is to push it back toward the engine block until the front of it can pass by the bumper. Once this is off, the filters are right there and you can simply pick them up and replace them.

Put it all back together in the reverse order. Starting with the housing piece, circular part in first.

I every instance that I have experienced this same "clicking" noise that you describe, it has been a "CV joint" or constant velosity joint which is at the drive axle pivot point at your right front wheel. If I am correct, this noise you are hearing points to a replacement of the joint. In the future you might (when on a hoist) check both of the rubber "boots" on both axles that house these joints by inspecting them for wear, this joint is heavily greased and protected by this rubber boot and should not be ripped or torn. If the rubber is damaged it will not be long before the absence of grease, including the effects of sand and dirt completely destroy a CV joint. I agree with the answer above, however, will add that I recently had new tires put on my 04 Navigator and "suddenly" developed a clicking noise from the drivers side front tire. It turned out to be my brake dust cover that was BENT at the tire shop. I removed it and the sound is gone. If you have dust covers on check that as well.
