Ubuntu cannot be run "on" Windows 98 as if it were a simple application; they are both operating systems and thus cannot exert control of the hardware at the same time like a typical operating system does. Ubuntu can be run in an emulator or virtual machine on top of another system, as the emulator presents "fake" hardware and thus does not affect the "real" system. There are no virtual machines for Windows 98, but there are a couple of emulators, such as Bochs or QEMU, that can be used to run Linux (at a great performance penalty).

Another option, though difficult to set up, would be to use Loadlin. This can boot a Linux kernel from MS-DOS by replacing it in memory and warm-booting it. However, simply installing Ubuntu or another distribution normally would be far easier than using Loadlin these days.

Most businesses will not have employees familiar with the use of Linux distributions. In this case, a more windows-like version would be recommended, such as Ubuntu, Linux Mint, Zorin OS or PCLinuxOS. If you are planning to keep your company computers small and cheap then a lightweight distribution would be best. Lubuntu, Xubuntu, Puppy Linux, Bodhi and Damn Small Linux are all easy to run on older hardware.

To reset Ubuntu easily, you can use the built-in "Reset" feature available in the settings. Go to "Settings" > "About" and select "Reset this PC" to remove your personal files and reinstall the operating system. Alternatively, you can create a bootable USB drive with the Ubuntu ISO and perform a clean installation, which will also reset your system. Just remember to back up your important data before proceeding.
