The only thing illegal about kangaroos in the US or anywhere else is the keeping of them as pets. Anyone who sells kangaroos or wallabies overseas is, in effect, flouting Australian law by exploiting them for commercial purposes.

Note that kangaroo meat is NOT a farmed meat in Australia, or anywhere else. Australian kangaroo meat is harvested from wild populations by licensed hunters. The animals are currently not farmed (as of 2014) although there has been some investigation into the feasibility of farming them.
