Why don't we just fly all our rubbish into the sun?
Lets look at a small subset of all waste produced in the world, American household garbage.
* In 2001 this was 409 million tons a year. It has increased since then. * Cost to put 1 pound to low earth orbit (a cheap ride as compared to boosting it to the sun) was $10,000. * Assuming one could find enough rockets and fuel and launch pads and staff this would imply a cost of at least 409,000,000 tons x 2,000 lb/ton x 10,000 $/lb =$8,180,000,000,000,000 a year (8,180 trillion dollars a year). * Just for this small part of the American trash numbers every citizen would have to pay over 25 million dollars ($25,000,000) a year in extra taxes.
But that would be of small concern if the addition of all that trash upset the sun ... but then nobody would be here to care.

Consider using French drains (submerged piping in gravel that allows surface water to soak into the ground and flow up into the pipe) to carry the water to an appropriate pump/drain system.
-Don't apply anything 24-48 hours before forecasted rain. -Use grasses and groundcover native to the area that don't need fertilizer.
What caused the BP Deepwater Horizon oil spill?
an explosion on board.
The oil line on the seafloor broke somehow. What happened exactly is still being determined.
The exact cause is unknown. There has been considerable speculation that the cement job performed prior to the blow out contributed to the blow out. Also, the blow out preventers (the "failsafe" measure) failed to actuate. It is still unknown if the accident was caused by human or mechanical reasons.

Is there any sensor which could differentiate the biodegradable and non-biodegradable waste?
To common knowledge, there is no sensor that is capable of distinguishing waste. From a technological standpoint, this is quite the task, how do you create a mechanical eye that has a complex enough program to distinguish a piece of lumber that is covered in paint as "bio-degradable" and a piece of metal covered in food waste as "non-biodegradable" it is simply too hard to make a device that can sort trash effectively. Instead, many facilities that specialize in separating bio-waste from garbage do it BY HAND. Needless to say, this is an unsavory job, but it takes out a considerable amount of waste to be re-used in generating electricity. I know that an episode of "Dirty Jobs" features this job, but I can't be specific enough to tell you which episode (sorry).
