It is quite easy. Words in a dictionary are listed alphabetically. Not every single English utterance is going to be found, however. That would be impossible. Your dictionary may not list every tense of every verb separately, for example. So you may not find: sang, singing, or sung. If there are entries for these, they might just refer you to "sing", the infinitive form of the verb. Watch for that, and if you don't find what you need, a little thought might get you there. When you find your entry, many dictionaries give a lot of great information about how it is pronounced, where the word came from, and the part of speech. If you don't need any of this material, just go to where the numbered definitions begin. If a word has more than one meaning, the meanings will be numbered. Within a number, there may be more of a break-down of how the word is defined and used. There are lots of abbreviations used in definitions and especially that special material right at the beginning of the entry. At the beginning of the dictionary you should find the abbreviations explained, and also information on how to use the pronunciation keys. Dictionaries are absolutely wonderful. Try it out and practice. You'll see how useful they are.

The answers to this question will, obviously, all be opinions. Moreover, ideas about what consitutes an educated person have changed over time and vary from country to country. My own view is that an educated person has a wealth of knowledge and various skills. However, for me the most important characteristics are these: 1. An undogmatic approach to knowledge. 2. Fundamental skepticism. 3. A willingness to learn. 4. The ability to say, where appropriate, 'On this issue, the standard course book(s) or reference work(s) or dictionaries (or established views) are wrong' and to be able to explain why. I recommend Oxford's New American Dictionary because it is very comprehensive and has very good phonetic symbols (it actually shows flapped t's too.) Otherwise I'd go for either The American Heritage Dictionary or Merriam Webster's.
