Since you're pushing more air to hit the higher notes, it's normal to get louder too. On the other hand, it's difficult to sing low notes with much volume. A vocal coach can help you learn to compensate for this, partly by teaching you to sing from the diaphragm instead of by expanding and collapsing the chest cavity.

Singing high takes a couple years of practice and dedication to drinking a great deal of hot water and cold water. Hot water works best with a bit of honey and a bit of lemon juice. This works! I used this method and I can sing the C that is just an octave below the piano's highest C! Good Luck!

Apart from the actual competitions, yes - especially on the way up when it's not just a matter of trying to better your position but to hold onto what you have. On a lighter note - even at or close to the top and during performances it is not unknown for singers to try to 'out do' each other. Holding onto a note longer or even trying to drown-out each other. Opera singing is VERY personal.
