It is a logical answer because there are Federal laws that are applied to PUBLIC pools, however, many states, cities, counties, do not have laws that apply to private pools. For example, Alabama complies with the Virginia Graeme Baker Pool and Spa Safety Act for all public pools, however, the Alabama Department of Public Health gives recommendations for what you should do with a private pool.
