There does seem to be a general agreement that killing innocents will merit going to Hell, but there is no absolute assurance. WASHINGTON -- The US power grid is susceptible to terrorists and could take weeks or even months to repair if attacked, a study warns.
The findings come shortly after mega storm Sandy hit New York City and the New Jersey coast late last month, causing widespread devastation and outages.
"The US electric power delivery system is vulnerable to terrorist attacks that could cause much more damage to the system than natural disasters such as Hurricane Sandy, blacking out large regions of the country for weeks or months and costing many billions of dollars," said the report by the National Research Council released Wednesday.
Many parts of the high-voltage system are heavily stressed, leaving it particularly at risk to multiple failures in the wake of an attack. In addition, important pieces of equipment are decades old.
Many key facilities are unguarded and high-voltage transformers are of particular concern because they are vulnerable both from within and from outside substations, the study says.
The transformers, very large in size, are also difficult to replace because most are no longer made in the United States and the delivery time for new ones could run from months to years.
As a solution, the report suggests developing, manufacturing and stockpiling "a family of universal recovery transformers" for temporary use that would be easier to move to where they're needed and "could drastically reduce delays in restoring disabled electric power systems."
The network is also vulnerable to cyber-attacks, the report warned.
"Cyber-attacks are unlikely to cause extended outages, but if well-coordinated they could magnify the damage of a physical attack," it said. "For example, a cascading outage would be aggravated if operators did not get the information to learn that it had started, or if protective devices were disabled."
The National Research Council finished the report in the fall of 2007 and it was then classified by the US Department of Homeland Security.
But the key findings of the report remain "highly relevant," said the report's foreword.

Yes and no. Many terrorists have been killed. The US capability to attack terrorists has been increased vastly. The US is less vulnerable to many different types of attacks. Terrorists have been forced to think of different tactics to attack. Different countries have been forced to stop supporting terrorists in their own national interest. Osama Bin Laden is dead.
However, the war has created a new generation of people who hate America, and has vastly diminished US' diplomatic standing in the world. The ability of the US to gather ground information from friendly informants has been compromised. Many countries have been playing both sides, stating an intent to do harm to terrorists, but basically taking military and financial aid from the Western world with no real intent to fight terrorism.

Also Gaza cannot be reached easily by other countries, as to get there one has to go Israel, and this is difficult. As Israel does not allow a lot of people into the country, people with Syrian or Lebanese passports and with passports from most other countries Arab and others who are not at peace with Israel or have not signed a peace treaty. Egypt and Jordan have, but even citizens of those countries cannot get into Israel. Egypt has closed its borders with Israel and Israel won't let anybody in or out now. Hezbollah and other militas cannot get into Israel anymore than anybody else can. They and other militas have been forbidden by the Lebanese government from intervening in any way.The Iranian government, who originally created Hezbollah, fears that if Hezbollah or other militas get involved in any way with the currant crisis, Israel will invade Lebanon again or even invade Iran or other Arab countries. As mentioned Hezbollah cannot go against the government,and also the country, Israel and Gaza is closed to outsiders.There for entry into or out of by the militas is impossible. Other governments want to help, but Israel is closed even to other governments. The Israelis have killed and arrested innocent people trying to help aid workers and reporters.
