I can give a partial answer but I have not really gotten to the bottom of this either and we really need to get a Microsoft engineer to jump in here. The dotnetfix files are part of the .Net Framework system that is set up when a new program is installed. It is something that the installer creates.

What is happening is that if you use one of those cruzer or USB (thump) drives, it has a controller that the computer, i.e. Windows, thinks is a new program. The cruzer drive checks to see if there is already such a folder and creates another one. If you look, there are little "log" files that create the directories. The log files take almost no space, but the folders are real space hogs. If you had a real program, the folder would need to stay there until you un-installed the program. In this case they are just proliferating like little rabbits and they can't be deleted -- they have to uninstalled. I don't know how to do that either. As I say, a real heavy duty Microsoft engineer needs to step in here. I don't suppose you know Bill Gates personally?
