I've had a couple of smaller cars that did the same thing because they had Metallic brake shoes installed on there car & when they got wet or had high humidity the shoes would RUST to the Brake drums,especially if they left their Parking Brak on.

The military. They use it so they dont have to express if they mean PM or AM. It is alot quicker to say 1700 hours and they know it means 5:00 in the evening. If your in war time you need to do things quicker and faster... your life depends on it.
Also it is used by some universities, important people and some people depend on it because if you live in a place with out light or lived old fashioned, it would have no meaning to you.
