You don't. The timing chain should last the life of the engine. If you have over 300,000 miles and the engine is making odd noises like metal grinding it may be the timing chain. This information was taken from my repair manual. You shouldn't have to worry about it until the car hits the 300k mark. By then you should have got your money's worth out of the car.

Start with checking/replacing air filter, clean the mass airflow sensor at the same time (its attached to the air filter box) with electronics cleaner spray, and then clean your throtle body (you don't have to remove it, just detach the hose and clean as you work the open/close valve by hand. If none of that helps, you want to check the fuel pump.

Remove the plastic cover on top of the engine. (4 bolts) You will see 4 modules connected to electric wires on top of the engine. Those are the ignition coils. They are bolted to the valve cover with a single bolt. Remove that bolt and unplug the connector (I did one at a time) to easily remove the module from the plug. You will see the plug down the hole. Use a 5/8 Inch spark plug socket and remove carefully, engine being cold. Aluminum heads have fragile plug threads. Replace with new plug which should normally be pregapped at .043 in (for Bosch Platinum plugs the gap is .032). Tighten snugly but don't use too much force. (torque wrench at 15 ft/lb) Replace coil module and reconnect wire and you are done. Don't forget engine cover.
Note: The 2000 model echo came with special iridium spark plugs that do not have to be changed for at least 100,000 miles (I changed mine at 120,000).
Most Echo owners consider the Denso (Part #SK16R11) or NGK (Part #IFR5T11) Iridium plugs to be a good replacement for this vehicle and they can both last for 100,000+ miles.

It's pretty easy. Locate the generator/alternator which is the top from pulley that the drive belt touches. On the bottom of the generator is a 12mm bolt, loosen this (but there is no need to take out off, just loosen it). There is a slider bracket on top of the generator with another bolt, loosen that one as well. I strongly recommend spraying penetrating oil (I like deep creep but there are many that will work fine) on the bolts and all along the slider area. Now that its loose you can push the generator back, taking the tension off the drive belt, now you can easily remove the belt. When you are ready to re-install, just pry the generator forward again until the belt is tight, you can use a pry bar, you really need two people for this, one to pull it back, and the other to tighten the slider bracket bolt down while the belt is tight. If you are putting on a new belt, you may want to check and re-tighten it after a break in period (couple days of driving). Don't forget to re-tighten the lower bolt on the generator after you have locked down the top bolt.

There are two T30 torx bolts on either side of the backside of the steering wheel that anchor the airbag to the steering column. Loosen those (they shouldn't come all the way out, just enough to get the airbag off the column). You will see three 5mm hex head screws at each of the three points of the airbag. Under those screws are the contacts for the horn, there are three separate sets, one at each point. Hitting the horn too hard can damage the contacts so they are closed all the time thus the horn sounding nonstop. Dirt and dust can clog the contacts so that they won't close at all and thus no horn. When to replace timing belt on Toyota Echo?
It doesn't have a timing belt to replace. Echo's have a timing chain (one of many great features for this car). The chain has no replacement interval, and should only be replaced if there is a problem (for example if it is making a lot of noise). There are two serpentine belts, one controls power steering and air conditioning, the other controls the water pump and alternator. The later one is on top, and is somewhat easy to replace yourself for just a couple of dollars. It can be inspected for wear (excessive cracking), the alternator bolt can be loosened and alternator pushed back (not removed) to change this belt. I don't know the official change interval, but I replaced mine at 150,000 miles but it was still in good condition actually. The other (lower) belt is more difficult to change on your own, and I wouldn't bother replacing it until there is a problem, as power steering and air conditioning are not critical. Never. The Toyota Echo doesn't have a timing belt. It has a timing chain which should last the life of the car.
