If you really wanted to then you could send the same tweet to everyone you follow but this would take you a long time and it's much easier to post it to your timeline.
If you want someone you're following to see your tweet and they aren't following you then you should mention them in your tweet. You could even ask them nicely to follow you back and then you wouldn't have to do so in future.
