I had the same problem with an Acer Aspire 5515. I plugged in an external hard drive to the front USB port and got the same error message. I then plugged in an 8GB flash drive but to no avail......same message. Finally, I tried devices in the rear USB that's on the motherboard and Eureka!!!! they both worked like they're supposed to.
With that said, both ports having different voltage has merit.
