From a standard "can I access the file using normal file manipulation methods" yes, the files and directories on a disk are lost when you reformat your drive. That being said, with recovery software, it is possible to reclaim some of the data on the reformatted drive, though it is not certain. An interesting aside; simply reformatting your hard drive does NOT erase it. The data, for the most part, is still present on the physical media, and can be reclaimed. Therefore, if you have personal and confidential information on the drive, it is best to perform an industry-standard "wipe" of the disk.

There is a simple registry tweak out there that allows you to hide the run option from the start menu. Click Start > Run (Assuming you still have run there) > And type in "regedit." Click "OK."
