Hello, I am not entirely sure what you mean by blue color appearing. I am guessing you mean this http://en.wikipedia.org/wiki/Blue_screen_of_death. Also I do not really know what you mean by "turn off some of the operating system". The operating system is necessary to run the computer so you can't really "turn it off". Did you delete, accidentally or intentionally, any files in your Windows folder? Perhaps some files are corrupt, or you have a virus or malware or your hard drive is worn out. Hard to really say without more information but maybe that gives you some starting points for finding an answer?

Why does my Computer browser service not start?

One possible reason is that your browser "cache" may be too full. This is where the 'cookies' are kept from all the websites you have visited. This needs to be dumped periodically - I do this weekly as part of my normal routine maintenance.

The concept of having the cache is to have a 'copy' of each website you have opened - when returning to those same sites, the computer doesn't have to search the internet, rather just searches the cache first and pulls up the page in a much shorter period of time. When this cache gets full, the search time spent by the computer is almost overwhelming, and it "gets tired" and stops looking. An analogy to this is when you are looking for your personal checkbook, but the drawer where it's located has 2,000,000 checkbooks in it, and you need to look through every single one in order to find the one you need. If the cache is dumped (no harm at all), then you have only 5 or so checkbooks to look through to find the one you need.

Another possible reason is that your Internet Service Provider (ISP) is having problems ... often times when email and internet are tied together, one can work and the other doesn't ... internet and email are two different online entities and work independently and from different servers.

Anyhow, Go-to Control Panel > Administrative Tools > Open Services. Or type "services.msc" in Run Box.

There you can see computer browser service which depends on two more services which are Server and Workstation. These services starting mode should be Automatic and also check that these services should be started.
