The Henery Fite house was on the corner of Market st. (now Baltimore st.) And Liberty street, built in 1770. The house was selected as a capital building in 1776-1777. It burnt in 1904.

That is an opinion question. There is no evidence that it will be any different, but it very well could be. Some say that people will evolve and change things such as having tonsils because they are being removed so often now some people believe that children may not even be born with them in the future. But the true answer is that there is no answer that 100% going to happen. So i guess we will just find out when it happens!

Yes there is.
Generally at 800 meter above sea level there is no scarcity of oxygen. But the air pressure may cause a problem.
In Burj Khalifa, to be on the safe side, very thick glasses are used for top floors and there are no windows that can be opened. Also Oxygen is pumped into these floors from the bottom of the building.
Cannot change plans as the weighting of the building is set for what is currently designed. I think the US chose not to have height as a determining factor of the building as it isn't a measuring contest.
