First, you can relax about the bacteria l- the CDC has determined that it is not harmful to humans. With all cleaning processes, you can use chemicals and/or physical means to remove the dirt. So, first sweep up any loose matter. Then, pour a mixture of white vinegar and water over the area and let it sit for a few minutes. Scrub with a broom and rinse.

Ok- if the urine smell is coming from the floor inside the house... you must pull up the carpet /wood or laminate floor - get it down to the slab or the subfloor- use a bleach/water solution on the slab or the wood subfloor- let dry- then apply Kilz Oil based primer several coats- you can also replace the area of subfloor that is urine soaked- with new plywood subfloor- if you are on a slab- seal the affected area-with kilz= once the kilz dries- you can re-install any flooring over the area- if the pet stain/smell is on any thing else- bleach/and water and Mohawk flooring essentials odor control spray will neutralize the odor!

First find the source of the dampness that is causing the smell and fix that issue. You may need to replace drywall or flooring that has become too wet. Otherwise, cleaning with bleach or other mildew killing cleaner should reduce the issue. Make sure you have enough ventilation and air for the air to dry out.

It will most likely need to be washed to really get all the urine out, and most dry cleaners don't want to put urine in their solvent anyway. Washing will make the comforter smell much better, reducing your aggravation over paying for it to be cleaned and then still having an odor, and reduce the likelihood of your cat smelling the urine and continuing to urinate on the comforter in the future.

It would be advisable to take a large (Queen or King) comforter to a dry cleaners or a laundromat with extra large capacity machines for best results. Most home washer/dryers are not equipped to handle such heavy and large loads, and if there is not ample drying room in the dryer the comforter either won't dry, may damage the dryer, and have been known to catch on fire.

However, with washing a dry clean only comforter, you run the risk of shrinkage, color fade, the stuffing clumping, and depending on age and material, the fibers literally falling apart.

It was used as a chemical weapon during World War I and later by Nazi Germany in World War II. If you inhale it, it can be fatal.

Another potential reaction, which occurs when an even greater amount of bleach is added than ammonia, is this:

3NaOCl + NH3 --> 3NaOH + NCl3

That's sodium hydroxide and nitrogen trichloride. Nitrogen trichloride is a very toxic chemical to humans, and even if you did get close enough to ingest it, it would probably explode in your face first, as it is also a very volatile explosive.

I recommend using hot water and vinegar. Then if you dislike the smell it leaves behind, it will then be safe to use bleach, but please be sure that you don't use more bleach than water. To get rid of the vinegar smell i suggest using a regular floor cleaning like Fabulouso or Pine Sol and plug in an air freshner in that area, jsut to be safe.

Thanks for bringing up how bad bleach can be Azriphale. Even need to be careful with the Fabulouso and plug air fresheners. They have so many chemicals in them too. I'd suggest using Freshana.
