Most states have a three-day grace period after signing a contract for a car purchase, mortgage, etc.

That means you can change your mind within three days and get out of the contract.

After that, or if you don't live in such a state, you're stuck.

Most state do not on vehicle purchases. As far as I know California is the only state that has that law and it just went into effect in 2005.

In Texas, the law says once you sign the contract and take posession of hthe car, you are done unless it is a lemon. If you do not sign off on the car and leave it at the dealership, you foil the completion of the contract cycle in taking financing and registration. That is straight from the DOTx rules.

The car that my dad sign for the money was going to be out of pocket. There was no finance, because my dad would not qualify for loans. The car dealership was aware of my dads situation. The car was never purchased yet, no money has been exchanged. In the stat of California is he still liable?

If the dealer will let you. Once you sign papers, the car is yours. If the dealer takes pity on you, they might make a clean swap. Chances are they will offer to buy your new car from you for way less than you purchased it for and then sell you another car. So you would have a new loan to pay plus the rollover from your old loan. It wouldn't be worth selling in my opinion. If you want to sell your car, try selling person to person first. Get what you owe for it or you will have to pay the difference with your own money in order to get the title in the mail and transfer to the new owner. Then go to a dealer and get a new car and new loan. My best advice if you absolutely can't stand your current car.

Original 1960s versions of the Peel P50 are very rare and are hardly ever for sale, with only 50-70 ever being made and only about 20 or so still in existence.

However there is a company in the UK called Peel Engineering who have started to produce road legal versions of the Peel P50 and it's sister car the Trident. They have a 49cc 4 stroke Gas (petrol) version or a 3 Kilowatt Electric version with a 50-60 mile range. I understand the performance of these vehicles is very similar to the original.

If you purchased a used car with a warranty that is what you have to fall back on. If you purchased it "As Is" then you have no warranty at all. You can never return a car for a refund. You can however return a new car for a replacement if the vehicle cannot be repaired and you follow all the rules associated with the Lemon Law in your state.
