Women with narrower pelvises have less room for the foetus to drop into, so the only way it can grow is outwards, pushing the abdomen wall out with it.
It can also depend upon the amount of amniotic fluid that the woman produces, and also simply whether it's a big baby or not!

When a woman is approaching labor, the cervix begins to thin and shorten. (think of a polo neck jumper becoming a crew neck jumper). Before labor, the cervix is around 2 to 3 cm in length. The shortening and thinning is known as effacement. Dilation (opening) of the cervix may occur at the same time - particularly in first time moms.
Why can't a uncircumcised man enter the cervix?
Who said that he can't? There is no difference in the length (for example) of a 7 inch circumcised or uncircumcised penis, both are by definition 7 inches long and if one can enter the cervix there is no logical reason why the other wouldn't be able to.
