Actually Günther Schabowsk (SED) is the one who published (9.11.1989) the opening of the wall in the radio, starting a movement of DDR-citizen going for the wall. Due to the kindness of military (who actually had the old order to shoot anyone crossing the border) to not act the way military acts today a stream of border-crossing people started which wasnt stopped in the end.
The government itself did not directly "allow" everyone to travel, but as they heared that the border was open they interpreted the words and made them their right to travel to the west.
