If it plugs into the computer, check it is plugged in correctly and into the correct port (usually a USB port) and ensure the cable is not damaged. If it is wireless, make sure it has new batteries correctly inserted into it (assuming that it uses batteries), etc. Again, it'd help to know what kind of mouse you have before I could help, as there are many different types and each type operates in a different way.
EDIT: Sorry, just noticed this was posted under laptops, and realized you might have meant the touchpad you find on most laptops. If that's what you mean, then I'd guess the problem probably isn't something you could fix yourself - if the problem is that the laptop touchpad isn't working (and you've tried restarting the computer a few times) I'd suggest taking your laptop to a computer technician.
