What is the Oct 1 deadline for PCI Compliance?
As of October 2015, all restaurants and other merchants in in the USA are subjected to Europay, Mastercard, and Visa (EMV) standards, reflecting a shift from magnetic-stripe credit cards to chip-and-pin cards. Considered safer and widely used across Europe and other nations, the chip-based cards require insertion of the card into a terminal throughout the entire transaction. The chip-based cards are less susceptible to fraud becuse the chips are far more difficult and expensive to duplicate and counterfeit than a simple magnetic strip.
EMV compliance is required for credit card acquirers and processors, though it's not mandated for merchants and processors. But merchants assume liability for fraudulent purchases; this shift of risk responsibility has driven many to adopt the new standards and avoid the risk.

How long is a contractor responsible for faulty work?
If it can be shown that it was faulty work, I don't know that there is a time limit. Some things may take years to show up, but it is still faulty work by the contractor. I'm sure the time limit will vary state to state.
Is it legal to alter clothing you bought and resell it?
I guess that depends on the jurisdiction. But it also depends a lot what you mean with "alter". For example, you might paint the clothing another color. As long as you don't cheat the customer, it is probably legal in most places. Claim that you are selling something different than you really are - for example, that the clothing is of a certain brand - and you may easily get into trouble.

There are several important reasons for some sort of formal "consumer protection." To take it first from the consumer's point of view, the seller has possession of the item for sale and is in a much better position to know the product and/or prevent the consumer from seeing anything wrong with it. Very often, also, the seller is in a financially superior position in general and is able to intimidate the purchaser. Finally, in a society like ours in the U.S. where the producer may be far away from the market, consumer protection prevents a seller from escaping the consequences of inferior or dangerous products just because the victim is far away.
From the society's (including the seller's) point of view, some sort of consumer protection allows there to be more trust between the parties to a sale. This reduces negotiation time and other "transaction" costs and makes it possible to do more business. That is, theoretically, one reason the American and European commercial systems are more stable and prosperous than those of some third-world countries.
An honest person would repay the debt. You have the item, they are entitled to payment.
Where does the authority to adopt and administer codes come from?
The authority to adopt and administer codes comes from the law. The legislature might pass a law: "The speed limit shall be 20 in a school zone, 30 on a residential street, and 45 on a through street." The executive branch adopts the code deciding how the speed signs will be made, who will make them, and how they will be placed. The administrative body decides where the school zone starts and ends and distinguishes between a residential street and a through street.

Can a wife get a life insurance policy on her long term incarcerated spouse?
Maybe. The insured must complete the application and answer all underwriting questions in the presence of the insurance agent who is writing the policy. All information must be supplied to the insurance company and they will decide whether or not they will offer coverage to the insured. I would certainly say that the insured is in a more than risky situation being incarceration. My suggestion is to talk with a couple of independent insurance agents and let then run the scenario by the underwriter before he wastes his time taking the application and such. Also remember that the insured must be the one to sign the application and if the policy is of certain sizes a paramedical or medical exam will have to be done. I don't know how the arrangements can be made for this as well.

What is 14 day cooling off period?
A cooling off period is a length of time in which the two sides to a purchase agreement, or contract can think things over and cancel with no penalty. There are several different legal areas where a "cooling off period" is operative but for consumers, certain contracts automatically provide the consumer with a 14 day cooling off period in the UK.
Generally, contracts are legally binding, therefore it's difficult to cancel without financial penalty unless you can prove breach of contract. However, in many consumer transactions you are able to cancel the contract and get your money back. This is not an automatic right and dos not cover all consumer contracts and situations. You must research the particular situation.
This period varies from state to state and country to country as to both time and circumstances with some jurisdictions being more liberal on the side of the consumer. In the UK it is currently 14 days in certain situations and 7 days for internet sales.
You can read more about it at the related link.
In the US it is often referred to a a right of rescission and is not as liberal as in the UK. In the US a right of rescission enures to sales contracts such as those signed in a person's home (since that class of sales is generally very aggressive, attractive and convincing at the moment), equity credit lines and refinances of mortgages among other contract sales. The time period can vary from state to state.
How is a mobile home in a mobile home park taxed?
If you pay a rental fee for the pad, then you will have to pay an annual tax for the home only, to the city or municipality. This is based on the square footage and is usually a small fee, often with a percentage off for senior citizens. Mine is $120 per year.
