If this doesn't work spray the nut holes and between the hub and rim (careful not to get any on disc breaks) with oil and use a 2x4 and/or hammer to hit tire. If it doesn't work, get a bigger hammer. DO this next one as a last resort. Very dangerous. If this doesn't work put a couple nuts on loosely and drop the jack, drive forward a tad then jack up again, that should knock it loose. That will depend on the application and weight rating of the tire. A passenger car tire would be about 35 psi. A truck tire would be 80 psi.

Chances are you have a sensor in one of the tires that is broken if you take it in they can attempt to program it. If that fails they can tell you what tire is not working and you can replace the sensor in it. They are not cheap 70-90$ and from what I understand the system is mandatory now so you can not even disable it.
