Practicably you can't. However there is a way that will work somewhat. Using a fan with a steady air flow you can sift the mixture of sugar and flour through a wire strainer, so that it falls into the flow of air. The air will carry away most of the flour and the granules of sugar, which are heavier will fall to the floor, or tray you use to catch them. Some flour may fall with the sugar, and some sugar will get carried away, but they will be separated somewhat.

Generally the same amount. Might sift all purpose 1 0r 2 times to create more air since wheat flour is more dense. Mix all purpose flour as little as possible to avoid glutens which could toughen final product.

No, totally different types of baking or end product. Baking powder and baking soda are used for quick breads that you can't really shape like you do yeast dough. You can add cinnamon or anything else to a muffin or biscuit recipe and come up with something, but it will not be a traditional cinnamon roll.
Most white bread will have a small amount of fat added, this helps prolong the life of the bread, however French bread, such as the traditional French stick has no fat added.
