Wars don't have 'bad guys' necessarily, excluding Genocide. The war was fought between a United States led Multi-National Force and Saddam Hussein's Iraqi regime. After the Iraqi Regime was replaced with a new Iraqi Government, that government allied with the Multi-National Force to eliminate paramilitary groups intent on removing the new government and expelling American forces.

The economy in Iraq before the fall of Saddam and after has been the sale of its crude oil from proven oil reserves. These reserves are quite large and keep its economy going.
