Latin America had just won independence, tensions were starting to build between north and south, and America was starting to recover from the war of 1812. The panic of 1819 also happened, but I'm unsure if that was because of him or because of the country. It involves the second bank of the united states.
The Monroe Doctrine was a statement of United States foreign policy expressing opposition to extension of European control or influence in the Western Hemisphere. The Monroe Doctrine meant little in 1823, when the Americans lacked the army and navy to enforce it. The Latin American republics kept their Iindependence with British, rather than American, help. The doctrine became much more important later in the nineteenth century, when the United States began to intervene militarily in the Caribbean and Central America.
What was Thomas Jefferson's job during McCulloch v Maryland?
Thomas Jefferson didn't play a role in McCulloch v. Maryland, (1819). He retired from politics in 1809, at the end of his second term as President, and became an advocate for higher education. Jefferson believed a well-educated populace was important to the success of democracy (or a republic).
In 1819, the year McCulloch v. Maryland was decided, he helped found the University of Virginia (officially chartered as The Rector and Visitors of the University of Virginia), in Charlottesville. The public university was constructed on farmland once owned by then-President James Monroe. Thomas Jefferson, James Madison and James Monroe sat on the school's first Board of Visitors (board of directors).

How did domestic policy during the Monroe Administration contribute to sectionalism?
James Monroe led to sectionalism by passing the Compromise of 1820, also known as the Missouri Compromise. This compromise stated that for any state that has slavery, it must have a sister state in which slaves are free. This idea was controversial and led to a deeper feud between the North and the South. They had already been disagreeing in the Senate, which was also feeling the affects of sectionalism. The Senate had divided into North, South, and West sections. The North and South always disagreed, therefore causing the West to make all the decisions.
Mainly, the Missouri Compromise added to growing sectionalism in our country under James Monroe.

How was the Monroe Doctrine used in the past by presidents other than Monroe?
Theodore Roosevelt (known for the similar Roosevelt Corollary) used the Monroe Doctrine to discourage European nations from interfering in the affairs of North and South America. In the Venezuela Boundary dispute, Roosevelt threatened war against Britain if they continued to encroach on Venezuelan land. President Kennedy used the Monroe Doctrine as justification during the Bay of Pigs(1962). Russian missiles had been stationed on Cuba and were aimed at the United States. It is the closest the U.S. has ever come to a nuclear war.
Anybody can declare a new Doctrine; but the question really is, will anybody adhere to it? The authority to declare doctrine varies depending on the Christian denomination, and I presume that it varies through time. Anybody can declare doctrine, but whether that doctrine survives depends on how many adhere to it. And I suspect the number of adherents depends on how useful the doctrine is to various individuals. In a free country, there is no official declarer of religious doctrine. In the Roman Catholic faith, the pope declares doctrine. In the Orthodox Christian faith, only a Church Council or Synod declares doctrine. In Protestant groups, anyone can declare their own doctrine.
There was no organized political opposition to James Monroe in 1820. Andrew Jackson had agreed not to run for president until 1824. The federalist party was in terminal decline. The war with Britain was over. Napoleon had been defeated and Europe was at peace. Unemployed people could find cheap land in the west.
Yes, it should change with the times. The doctrine of those who assert that the earth is flat is no longer applicable to the present era.
On the other hand...It really depends on the definition of "doctrine" in use, and its scope.Doctrines pronounced by a church or similar organization aren't necessarily perfect or eternal. Those may, and perhaps even should, change with the time.
Doctrines that reflect eternal truth (assuming such a thing exists, of course) should not change, because they do not change.
Answer
Doctrines change when those studying the bible (assuming we are referring to Christian doctrine) focus on one sentence and take that out of context. For example, Martin Luther chose "sola scriptura" meaning "scripture alone" as the basis for his change of doctrine. Anyone who has studied religious history knows full well the Church was established and growing with teachings and traditions being passed from generation to generation for 300 years before we had what is referred to as the New Testament. So to take those two words out of context, you took away what Jesus taught. Jesus said "Go forth and teach all nations" not "Go forth and write a book".
However, to answer the question, doctrines don't actually change, people don't find what they believe the answer to their questions are and the start a new doctrine.
When did James Monroe become president and how long did he serve?
James Monroe served as the fifth U.S. president from 1817 to 1825.
How did the Monroe Doctrine serve the interests of the US instead of Latin America or the Caribbean?
In my eyes it is simple, the U.S. did not want the British to colonize Latin America, they wanted to do it themselves. The Monroe Doctrine was just a way of saying, "listen, you can colonize Africa and all the small European nations, but leave Latin America to us. Latin America depended on the U.S. so we were just another step closer to weaseling our way into their resources and people.
