most electrical fuel pumps work that way. it prevents the engine from flooding. also when you run out of gas, you no longer have to crank the engine to get it started again. all you do is turn the ignition to the on and off position 5 or 6 times and the gas reaches the intake. once the engine is running, the fuel pump continues to run and feed fuel to the engine to keep it running. frank t ( a car nut )
