Restarting the Mac will reset everything and then the troublesome app can launch. It may be that there is some conflicting software running. The usual suspects are hacks that modify the system in some way, for example Unsanity's Application Enhancer, these should be disabled to allow the application to launch. If you have recently updated your system software, from 10.5 (Leopard) to 10.6 (Snow Leopard) for example, the application may need updating too.
