It means there is insufficient flow within your EGR (Exhaust Gas Recirculation) system.
While it could be a faulty component such as the dfpe sensor, the EGR solenoid or the EGR valve itself it is most often clogged passages. These are between the throttle body and the intake manifold (under the gasket - you won't find them unless you remove the gasket). Carb cleaner will dissolve the carbon build up.

Yes, you should be able to fit 17" rims from 2001-2002 Special Edition Cougars ZN,XR,35th Anniversary. I own the 35th Anniversary Edition, but prefer rims for ZN or XR, which have painted black accents to give dual spoke look. You can then get any of the Special Edition paint matching center caps. XR Center caps came in either Black or Vibrant Red. 35th Caps are available in French Blue(Also available from C2 Cougar), Laser Red, or Black(Also available from ZN cougars). I believe the tallest rim on the C2 was only 16". Depending on you color of cougar, this can really enhance the dull standard rims. Black works well with most other Cars. If you want to keep your rim, I believe the 99-00 Special Edition Cougars in the Zinc Yellow (pre ZN Edition) would work. They have smaller Zinc yellow paint matching cougar logo's, but might be an option for you as well. Hope this answers your question.

A bad O2 on this generation Cougar quickly throws a code and trips the check engine light.
If you don't have a light, get it scanned at autozone or such anyways, as the dash lights do burn out from time to time.
Fuel economy does take a bit of a hit with a bad O2, not by much. The worst parts of a bad O2 is that a) you can't tell if you have another code going off, and b) it will likely result in you not passing emissions testing if your state tests.

Look by the thermostat housing you will see a single wire with a "L" plug.
unplug the wire which is plugged in to the water sensor for the temp gauge.
Ground the wire to the engine block, turn the ignition key to on but do not start engine
look at the temp gauge it should read all the way to the right (in the red).
If you see this then the gauge is working and the sending unit is bad. If the gauge does not respond check the instrument panel fuse, if the fuse is good the gauge is bad..

I have changed horn modules on a 1994 Cougar, which should be the same from 1993 through 1997. There were two horns (one low-pitch, one high-pitch) located in the engine compartment located near the bottom of the radiator, one on the left and one on the right, about 24 inches apart.

CRAP OUT.
If you keep driving, you might find that the car bogs down, and seems to be losing power going up hills, I had the SAME problem. Just go to Autozone, and buy a new EGR valve and take the Part and the gasket inside the box to your local Ford Dealer. They will INSTALL it for you, show them that you BOUGHT the parts and they will install it for you. They did it for me and they did a fantastic job. The reason I didn't do it myself, is because its on the back of the engine for the '94 - '95 years. So it was impossible to get to. So take the parts to your ford dealer, and you'll be in tip top shape! Hope this helps!
