This is a question that's basically a personal preference issue. Obviously keeping a computer on all day will use more electricity, but starting and stopping a computer all the time can wear out components earlier. Try to aim for a trade off on this, if your not going to be using the computer for awhile, shut it down. If other people (or you) are likely to be on it soon, keep it running. Windows and many other operating systems can be configured to shut off devices that aren't in use (monitor, USB devices, hard drives) or to go into standby to save power when it's not in use.
