Russia had quite enough to contend with against the Finns in 1939. I think the Germans only occupied Norway to deny it from the British, it also ensured that Swedish Iron ore could be sent by sea from Narvik, which is ice free in winter. I don't think Norway was ever on the Soviets list of places to visit....
