If you've bled the brakes properly then the proportioning valve will reset on it's own after you pump the brakes up. You probably still have air in the system and need to bleed it at the wheels. If it still won't reset try tapping it with a hammer to get the rod inside to move. If it's stuck, replace it. Did you bench bleed the master prior to installation???
