There is nothing we can do except have an eruption warning system (sirens, radio warnings, T.V. warnings, etc.). We cannot predict when a volcano is going to erupt. The only sign possible is an earthquake and smoke. Usually these warnings only happen 1-6 hours before the actual eruption. Unfortunately, earthquakes and tremors are really common there, so most people think that earthquakes mean nothing. When it is a really, really bad eruption, a major major, major earthquake will happen, but this is when it is actually erupting, so there is not much you can do. Also, when Mt. Vesuvius erupts, it is not always the same as what happened when it was covered in ash and pumice. Sometimes it is not always bad. Generally, lava does not come out of the volcano. Lava did not come out of it when Pompeii got covered in ash. If you want to be very careful. The citizens should move near a wharf, live on a yacht or house boat, or move to the greater southern area of Pompeii. But, in its first death, rock/pumice came down from the ash cloud like rain and killed/injured many people. So, people should have hard roofs and a hard umbrella. All in all, we could have warnings (smoke and earthquake should alert people), live on a house boat or on a yacht or by the water so you can escape fast, live in greater southern area of Pompeii, have hard roofs, fast transport away, hard umbrellas, and trust yourself when you think an eruption might happen.
