well, volunteers can cause problems because for employees because the volunteer does things for free. when a opening comes up they can choose to apply for that job at a lower pay rate. this can cause problems as well with employess crossing over to other jobs within the company and getting raises. when you have people working for years in a job and are due a pay raise and some volunteer gets the same job at a lot lower pay then its hard to get benefits.
