This actually sounds like a mild case of yeast infection. Yes, I know you think that sounds funny considering the fact that yeast infections normally happen around the genital area. But that is not the only area that yeast can be released. There are many ways you can try to eliminate the problem else it will keep coming back. First of all I would recommend using a creme specially made for yeast infections. Might I suggest Metronidazole. You have to see a doctor for a script but it works. After it has cleared up, you might try changing the type of clothing you wear. Some clothes that are too tight tend to lock in moisture when you get hot and your body starts to sweat. Try wearing loose fitting clothing and I can almost guarantee it will never come back. Also, you could try using any type of moisture blocker such as baby powder or talc which in terms eliminates moisture and keeps you dry.

I do have a few tips to relieve the itch however:
A couple days ago I got a moderate sunburn, it wasn't particularly bad, no peeling or blistering. However, after a few days it all of a sudden began to itch EXTREMELY bad. I had eczema as a child so I have a fairly high itch tolerance, but this itch made me feel insane and I would have pulled my hair out it I wasn't too busy slathering my burn with lotion and pure aloe. Neither seemed to help as soon as I released. Here is what did work:
Aveeno Anti-Itch concentrated cream that is for use on chicken pox, poison oak and poison ivy -- I'm sure other poison ivy/oak anti-itch creams would work similarly well. I took a breif cool shower to wash off the lotion and aloe and then slathered a thick layer of the itch cream on top. It worked like magic. Within 5 minutes I went from feeling like I needed to go to the emergency room to feeling okay enough to try to sleep.

If the rash is localised to a specific area, it could be irritant contact eczema - which means avoid the irritant ie. washing detergents or cleaning agents. You will normally get redness + the small bumps.
If the rash is everywhere on the body could be allergic contact eczema -> avoid the allergy ie. new medication/food allergy/ bad reaction to pollen?
But really it is too hard to diagnose with the information you have given us... in general see your doctor if it gets worse, *avoid scratching it* as this will make it worse, and use a moisturiser to keep the skin moist.
