To create a constant-effect enchantment you must have a soul gem that contains a soul with an enchantment value greater than 400. The most common creatures with souls in this range are Golden Saints and Ascended Sleepers. Golden saints can be summoned using spells or are sometimes found in Deadric Shrines, or wandering the wilderness. Ascended Sleepers can be found in many Sixth House bases both inside and outside the Ghostfence. Beyond the Ghostfence they can also be found wandering around outside. To enchant an item first open the inventory menu. Select an appropriate soul gem and "drop" it onto the image of your character in the menu. The enchant window will appear. At the bottom of this window there is a toggle button which alternates the type of enchantment between "Cast when used", "Cast when strikes" (for weapons), "Cast once" (for creating scrolls) and "Constant effect". Not all objects can hold all these kinds of enchantment and the button will only show those types that are applicable to the selected object. I haven't heard of any in Morrowind, I don't think there is any. In Oblivion, you need the Shivering Isles expansion. You can get to it if you play the Mania side.

Getting bound armor in Morrowind is rather simple. All you have to do is talk to a Mage, which you can find almost anywhere, especially in the Mage's Guild. Talk to them about Spells and a list of spells they sell will appear. Go down until you find Bound ... (whatever the spell bounds to you) and buy it. Not all Mage's sell Bound spells so you'll have to hunt for a little bit.

If you want to always have bounded armor and weapons without having to constantly renew the spell all you have to do is capture the soul of a Golden Saint or and Ascended Sleeper. BEWARE! Golden Saints are the hardest Daedra to kill (they're about level 25) and Ascended Sleepers are almost equally as powerful, if not more! But, if you manage to capture the soul of one of these things in a Grand Soul Gem just go to an enchanter and talk to them about Enchanting. While here, put the Grand Soul Gem with the Golden Saint soul or Ascended Sleeper soul into the Soul box and then put whatever you want to enchant into the Item box. Now, you should see a little box that says Cast When Used. Keep clicking this button until it reads Constant Effect. You can only use Constant Effect on items with a Golden Saint and Ascended Sleeper soul, so you need one of these souls, as I stated before. Now that you have it set to Constant Effect, go down to the list of effects the item can have. If you have a Bound (let's use an example) Cuirass spell, you should be able to enchant items to Bound Cuirass. Enchant the item with Bound Cuirass, and then buy the enchantment. Equip the enchanted item and now, because the Bound Cuirass is a constant effect, you have a permanent Bounded Cuirass.

It's entirely possible to enter the Ghostfence, find Dagoth Ur's fortress and go meet him without being directed to do so by the main quest. There are some significant problems for someone who wants to kill him though without playing through the main quest, as one necessary component, Wraithguard, can't be obtained until the last part of the main quest. While there is a substitute version available, it will kill a low level character who tries to wear it. But it is possible, with the right potions.

You could say that there are some similarities between the two but that would really be comparing jet engines to abstract thought as the two have no correlation at all (one is a game and one is a religion) BUT!! Parts of the story in the game deal with deities and what could be described as a prophet or living god. It is a very detailed and well crafted world that emulates a lot of things in real life to make the game world seem more real. Examples include: Religion, emotional drama, currency, class systems of a social order, books (yes hundreds of books you can pick up and read) Prejudice, ect. I do not believe that there will be a church of morrowind any time soon but the game was designed to be lived in, complete with it's own history and lore.
