You first need to find the part. You want Toyota part #7736033020 (fuel door spring.) Most places will probably have to order it so you can save yourself some footsteps by calling ahead to your local Napa or other parts store. It should cost $5-$10. Once you have the part it basically just snaps on to the hinge inside of the fuel door. It fits about half way up the door with the small part of the "V" spring placed closest to the hinge. There are three points that need to be positioned. The outer end of the part (the large "V" end) curls under and clips on to the bracing on the lid, the other end has a small protrusion that slides under the flange portion that is attached to the car body. The third spot is a small notch that fits over, and clamps down onto, the hinge axis. If you only open the door about 1/4 of the way when installing the spring, everything will line up/clip on easier. Once the two ends are where they need to be, snap the spring into place by pressing the notched section down onto the hinge while holding the lid steady.
