Well you can always refuse, however your refusal is not going to be sufficient in preventing a boarding. The US Coast Guard is given a broad scope of authority by the United States government under 14 USC 89. This gives the US Coast Guard the authority to board vessels on the high sea's and waters the US has jurisdiction on. The Coast Guard can always board vessels for safety inspections or ones that may be required due to National Security concerns. After the boarding team is on your vessel, then the type of boarding that takes place is dependent on the situation or if there is a warrant, reasonable suspicion or probable cause to further escalate the boarding.

It depends on which way you go. I drove from Boston, MA to Tacoma, WA by staying on Rt80/90 pretty much the whole way except through Minnesota when I took 94 into Montana. Granted I had two dogs and two cats and an entire SUV full of stuff but it took us about 70 hours, stopping to sleep in the car at rest stops and walking the dogs included. If you are going to make the trip, bring something to entertain yourself through Montana because it gets pretty boring, ship things if you are moving coasts, don't bring cats unless you have ample space for a litter box, and definitely drive through North Dakota and check out the Badlands. Craftsmanship is finishing each step of your project, such as removing glue squeeze-out, hiding nail holes with wood putty and sanding, stright lines on all cuts, radius cuts free of flat spots, paint-stains etc. ,applied evenly, sanding is paramount to a fine finish, Craftsmen have steps they go thru when doing a project, and they finish each step before moving to the next step. they use exact measurements, and exact cut. EXAMPLE: You have 4 boards that need to be cut 9 3/8" long and 6 1/4 wide, a beginner might cut a board 9 3/8" and then change the fence setting to cut the 6 1/4" side, the problem here is when you go back to cut the other boards at the 9 3/8" you can be off a fraction and then the fit becomes ill fitting, and assembly problematic. a craftmen would cut all the boards at the 9 3/8" length and then cut the 6 1/4" wide side, each length dimension being the same , and each width dimension the same. I know this explanation refers working in wood, BUT, apply these principles to any Craft your working on, it works. Remember: Planning--Patience--Accuracy--Finishing each step & Finish the Finish. "CLOSE ENOUGH" Is not a Craftman!

Traditionally, a Junior Officer acting in a higher rank, may only give orders to those of his acting rank or lower. For example: A Lieutenant, Royal Navy, with an acting rank of Lieutenant Commander, cannot give an order to a Commander - unless the junior officer is acting by Warrant and is the designated Captain of a ship. However, any officer in charge of a vessel, may make a request (not an order) to a Senior Officer. The exception is Whale Island, where Gunnery Officers are trained; or other Command Training. While actually carrying out training, Senior Officers are obliged to accept the orders of a junior officer or rating.

The origins of the Coast Guard go back to Alexander Hamilton recommending to Congress to create an agency to protect the fledgling United States' maritime commerce from the British. American commercial vessels were heavily preyed upon by pirates and British privateers. In 1790, Congress authorized the creation of the Revenue Cutter Service and the building of about a dozen cutters. in 1848, local humanitarian effects and other private interests came together into a government agency called the United States Life Saving Service. The US Coast Guard or Coast Guard Auxiliary personnel are going to be looking at the material condition of your vessel. They will be looking at the hull, thru hull piping, engine compartments, bitts, chocks and cleats, free-board, bilges, bilge pumps, side plating, frames, navigation lights (if required), VHF radio (if required),etc.

They will be looking at safety items. Personal Flotation Devices "PFD's" (proper number, size and condition), life rings, immersion suits (if required), life rafts (if required), means of escape (if required), Electronic Positioning Indicating Radio Beacon "EPIRB" (if required), some efficient means of making a sound, flares (if required), fire extinguishers, flame arrestors, Marine Sanitation Devices "MSD" (if required), MARPOL or other placards (if required), etc.

They will also look at the documentation, such as registration (if required), Hull Identification Number "HIN", boating licence or documentation (if required), insurance, fishing or other recreational "licenses".

There are other unique variables that will come in to play also on a case by case basis.

To get a full education, four years. If you drop out you may be forced to enlist, or pay for the education received. It's not typical, but it's not unheard of to take five years to graduate. If you finish, you graduate as an Ensign and owe the Coast Guard five years of active duty service.
