Can you up in rank at boot camp?
No. You can definitely go down in rank, but not up. The big reason is that you're not there long enough. Most ranks have a Time in Service and Time in Grade standard that has to be met before you can be considered for promotion.
The other reason is because they have no need to promote you in basic. With most units, promotion comes with responsibility. Remember that rank is not awarded to outstanding soldiers, it is given as a responsibility to leaders. There may be exceptions to this rule, but don't go in expecting to be promoted. Generally speaking, this never happens in basic.

The Navy sloop-of-war USS Constellation (IX-20) currently resides about 26 miles east of my front porch at the Inner Harbor in Baltimore, Maryland. After being declared unsafe in 1996, a 3 year, $9 million dollar restoration saw her return to her pier at the Inner Harbor in July 1999, about a month before I had to retire. I still remember watching as she was brought in to her mooring, accompanied by countless small vessels in the Harbor.
