US military officers wear their rank on their shoulders and enlisted personnel wear their rank on their sleeves. This is meant to be symbolic of the fact that the enlisted use their arms (strength) to win battles. Officers on the other hand have the weight of command (decisions) on their shoulders . Thus, the tradition follows.

Every fiscal year (beginning in October, not the start of the calendar year) The Navy gathers inputs from all fleet commands as to its budgetary needs and wishes, which are then forwarded to the Chief of Naval Operations. in level 1 when you reach the water and come close to the land, crouch and keep walking and then when you reach you farthest to land jump in the air and you are still on water flying in the air! make sure you do this glitch on arcadeprehacks commando 2 but make sure its not limited.
