A web search engine can built in many ways. Building one from scratch takes a lot of experience in many web development languages such as HTML, AJAX, Javascript, CSS, PHP, etc. However, you can make a web search engine from Google Custom Search. Search for google custom search on Google, and click the link (should come first). You will need a Google account or a Gmail account.
