That's impossible. If you are chatting with someone on whatever chat site you are using, you can only "spy" or see them through their own webcam while they are having it on. If they turn the webcam off or log out of the chat then there's nothing you can do to force the webcam to start again.

The Mac's iSight camera is controlled by software. Launching software that uses the camera will turn it on. Standard software included with the Mac that uses the camera includes Photobooth, iMovie, iChat. Other camera using software such as FaceTime Skype or MSN (or other chat clients) can be downloaded.

What Do You Do if You Accidentally Delete an App From Your iPhone?

If you accidentally delete an app from your iPhone, you can restore the app from your computer or re-download it from the App Store free.

Sync

Each time you sync your iPhone with your computer via iTunes, iTunes logs all of the apps that you've purchased. If you've purchased an app from iTunes on your computer, the app is stored locally on your computer. In the future, when you sync your iPhone with iTunes, iTunes will automatically transfer your apps back to your iPhone if you have selected "Sync Apps" in the "Apps" tab of your iPhone's settings in iTunes. If you originally downloaded the app to your computer, iTunes will transfer the app directly to your iPhone. If you did not, iTunes will re-download the app and transfer it to your iPhone.

Re-download

If you can not resync your iPhone with your computer, or if you never synchronized after downloading the app that you deleted, you can re-download the app directly from the App Store on your iPhone at no charge. Browse to the app that you deleted in the App Store and tap "Buy App." Your iPhone will display a prompt that notifies you that your download is free. Tap "OK" to continue downloading the app. The app will download and automatically reinstall on your iPhone.

Account

Apple will not allow you to re-download your iPhone app if you are using a different Apple account than you used when you initially bought the app. Apple uses your Apple account to keep track of your purchase history. If you are using a different account, Apple will have no record of your purchasing the app in the first place. You can change your current iPhone Apple account in the "Store" section of the "Settings" menu.

Re-purchase

If you have lost the information for the Apple account that you used to purchase the app and you did not sync your iPhone to your computer after purchasing the app that you deleted, you will have to re-purchase the app. Purchase all of your apps from the same account, through iTunes on your computer, then sync the apps to your iPhone to ensure that you will always be able to restore deleted iPhone apps.
